Fixed-price work is fixed. Where a quote varies, these are the things that move it:

How many pages and locations. Each location is a separate profile, a separate set of citations, and a separate set of rankings to hold.
How much cleanup is needed. A business with inconsistent listings across a decade of directories takes longer than one starting clean.
How competitive your category is. Ranking for a niche trade in Palmer Lake is not the same as ranking for a saturated category along I-25.
Whether content is included. Writing pages worth quoting takes real time, and it is optional.
